ROCKLAND COUNTY, NY
Licensing Requirements 
As of May 17, 2016, Rockland County requires contractors with license classification 25 (Swimming Pool Installation Contractor) or 26 (Swimming Pool Service Contractor) to supply proof of continuing education course completion with their new application or renewal. See below for education requirements.
Classification 25: Swimming Pool Installation Contractor now requires
- Four years of experience and the successful completion of the PHTA (formerly APSP) Certified Maintenance Specialist (CMS) (or higher)* or equivalent certification or training as determined by the Director; OR
- Two years of experience and the successful completion of the PHTA Certified Building Professional (CBP) or equivalent certification or training as determined by the Director;
- Proof of current PHTA certification is required at renewal.
Classification 26: Swimming Pool Service Contractor now requires two years of experience and
- The successful completion of the PHTA Certified Maintenance Specialist (CMS) (or higher) or equivalent certification or training as determined by the Director. OR
- The successful completion of the PHTA (formerly NSPF) Advanced Service Technician (AST) or equivalent certification or training as determined by the Director
- Proof of current certification is required at renewal
How to Meet The New Licensing Requirements
As a courtesy, the Consumer Protection Department in Rockland County is currently accepting proof of registration in a PHTA CMS course as a part of the license renewal process.
