NESPA’s Four-State Region Begins to Open

The pool and spa industry is open in NESPA’s four-state region including Connecticut, New Jersey, Pennsylvania and five New York State regions (more are expected to open this week!). We have also seen non-essential retail reopen for curbside pick-up and delivery. Pool service and maintenance continues to be recognized as an essential business.

This is great news for our industry and to keep moving in this direction, it is important that businesses follow all the new safety requirements implemented by state officials. As we get back to business, understand that if you do not follow the required safety guidelines your business is at risk of being shut down by local authorities.

We know that many of our members work across multiple states. Below you will find a breakdown of safety guidelines and resources for each state so you can prepare your business.


Connecticut entered Phase 1 of its reopening on May 20th. While construction, service and essential retail has been open during the last few months, Phase 1 has allowed for non-essential retail and offices to reopen. Businesses must follow specific safety guidelines during this phase. Governor Lamont announced that the State can expect to enter Phase 2 by June 20th.

New Jersey
Last week, Governor Murphy announced that the state is currently in Stage 1 of reopening which means that construction is open and non-essential retail can offer curbside pickup and delivery. Service and maintenance continues to be able to operate.
There has not be a timeline announced for the state to enter Stage 2. In Stage 2, it is expected that non-essential retail will be able to offer in-store shopping if safety guidelines can be followed including reduced capacity, social distancing and both customers and employees will be required to wear masks.”

New York
The State has announced more regions can enter Phase 1 of reopening. The Mid-Hudson region has been cleared to reopen today (5/26) and Long Island will enter Phase 1 on Wednesday (5/27). New York City is on track for reopening in early June. View the NY State Regional Dashboard here.

Under current guidance from the State, regions in Phase 1 could be eligible to enter Phase 2 as soon as May 30th. 
Phase 2 will include the opening of storefront retailers beyond delivery and curbside pick-up.

On May 1st, construction reopened throughout the State. Recently, Governor Tom Wolf announced that eight additional counties will move to the "yellow" phase of reduced restrictions by May 29.  

The Governor anticipates that the remaining 10 "red" counties — mostly in Southeastern Pennsylvania (part of the NESPA region) — will be allowed to enter the yellow phase on June 5. 
Under the yellow phase, retail locations will be able to open in-store operations if they follow state guidance though curbside pick-up and delivery is still preferred.
