Delay in Implementation of NEW Building Code Revisions & Barrier Requirements

The new Connecticut building and fire codes were originally expected to take effect on July 1, 2026, but that timeline may now be delayed after the Legislative Regulation Review Committee declined to approve the drafts.

From what we’ve been told, the hold-up is tied to concerns with proposed fire code requirements for fire service access roadways, not anything related to swimming pool or spa codes.

One of the pool-related changes still expected in the new code cycle is the update to barrier requirements. Under the proposed code, a powered safety cover would no longer be accepted in place of a required fence barrier.

That change would only apply to pools permitted after the new codes officially take effect and would not be retroactive for existing pools or already permitted projects. Since the full code adoption is delayed, implementation of this change may be pushed back as well.

We will continue to keep you updated as more information becomes available. Please feel free to contact NESPA with any questions at 609-689-9111
